Introduction

Right to literacy is a human right and is essential for human resources development.  To fulfill the commitment for Education for All (EFA) by the year 2015, complimentary to formal education, the government formulated Non-formal Education Policy for out of school children and illiterate adults.  NGOs were envisaged to play a key role in undertaking non-formal education programs.  Large NGOs, namely BRAC also came forward to complement the government in non-formal education (NFE).  In all such programs, emphasis was given to the female education making it mandatory to include 60% girls in child as well as adult education.
